June 15, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week with paving along Liberty and North Avenue. Starting June 19th for a period of approximately 2 weeks, Liberty between Hough and North Avenue will be closed due to concrete curb curing times and associated pavement work. Notification has been provided to residents with affected driveways throughout this street closure. Throughout the paving process, the contractor will make every effort to maintain access through intersections along this stretch. One intersection at a time may be closed during the day, but should reopen each night. The contractor will place a barricade at your driveway during this curb curing process. Only once this barricade is removed may you consider your driveway access restored.

Additionally, the intersection at North Avenue and June Terrace has been closed for the purposes of public safety adjacent to an auger and jack pit from which the Contractor will push pipe underground, south along North Avenue towards Main Street. This intersection will remain closed for the full 5 week work duration, and may remain closed in conjunction with the Main Street Closure which is scheduled from July 10th through August 1st, 2017. As the Main Street Closure approaches, more information on detour routes and overnight work will be provided.

NICOR continues to work on relocations in anticipation of this project. NICOR relocations are currently impacting a significant section of Main Street between Hough Street and Northwest Highway.  Pedestrians may want to consider alternate routes in this area.

June 8, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week with storm and sanitary sewer connections at various intersections along Liberty and North Avenue. Pavement, curb and some driveway apron removal will also take place along Liberty Street throughout the week in preparation for the paving of Liberty Street starting the week of June 19th. As this work is underway there will be limited daily closures, but these areas will reopen each night.

Starting June 19th for a period of approximately 2 weeks, driveways along Liberty between Hough and North Avenue will be closed due to concrete curb setting times. Throughout the paving process, the contractor will make every effort to maintain access through intersections along this stretch. One intersection at a time may be closed during the day, but should reopen each night. The contractor will place a barricade at your driveway during this curb setting process. Only once this barricade is removed may you consider your driveway access restored.

Additionally, the intersection at North Avenue and June Terrace has been closed for the purposes of public safety adjacent to an auger and jack pit from which the Contractor will push pipe underground, south along North Avenue towards Main Street. Over the next week the contractor will evaluate if this area can be safely reopened, or if it will remain closed for the full 5 week work duration. As soon as a decision is made, it will be conveyed via email.

June 2, 2017 Update:

This weekend from 7pm on Friday to 5am on Monday, an isolated portion of the Village Sanitary Sewer Replacement Project will take place on Hough Street between Russell and Coolidge. Due to a necessary sanitary sewer repair, Hough Street will be COMPLETELY CLOSED between Russell and Coolidge and CLOSED with LOCAL ACCESS ONLY between Hillside and Main Street.
  

Due to the imperative nature of this work and the limited timeframe approved by IDOT, the contractor has been authorized to work 24 hours a day until this work is complete.  Expect normal construction noise during the day and OVERNIGHT HOURS.

 
During this time, an IDOT approved Detour Route will be posted and is in effect.  Please note that this Detour Route does not include altered traffic signal timings, which could result in significant delays along this route. Please consider the use of alternate routes to avoid this area over the weekend.
 
Notifications have been distributed to residents along Hough and Hillside directly affected by this closure and detour.

Please note that paving of Liberty Street and a portion of North Avenue is tentatively scheduled for the beginning of June. During this time driveway access will again be limited as new concrete curb takes time to set up. Dependent on schedule and coordination, it is possible a section of North Avenue will be temporarily paved late next week as an intermediate restoration practice due to the ongoing nature of work in this area. Should this temporary pavement be installed, it would likely be maintained until Main Street work is complete. At that point, the temporary pavement would be removed and full pavement, curb and driveway restoration would take place.

The Village is aware that there may have been some inadvertent ticketing for parking overnight on side streets this past week. This issue has been resolved with the Police Department - overnight parking on side streets is still permitted. If you were affected and have not yet resolved your ticket, please contact us via the project hotline or email listed below so that we may resolve this for you.

May 11, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week with sewer installation along North Avenue between Washington Street and Franklin Street (under the existing street CLOSURE) and sanitary main and service connections along Liberty Street and North Avenue. These connections will take place under limited daily closures, but these areas will reopen each night. The contractor will do his best to accommodate driveway access during these particular processes, however, there may delays with this access during working hours. Please note that parking on the side streets will remain available overnight.

Additionally, AT&T restoration is scheduled next week along Liberty Street between Hough Street and Cook Street (under the existing street CLOSURE) and NICOR continues to work on relocations in anticipation of this project. NICOR relocations are currently impacting a significant section of Main Street between Hough Street and Northwest Highway.  Pedestrians may want to consider alternate routes in this area.

Please note that paving of Liberty Street and North Avenue is tentatively scheduled for the beginning of June. During this time driveway access will again be limited as new concrete curb takes time to set up. 

The Village has worked in partnership with AT&T to offer additional public parking spaces in the AT&T lot at 430 E. Main Street starting Monday, May 15th.  The two rows located on the west side of the AT&T lot will be signed as 3-hour shopper parking until 5:00pm. After 5:00 pm, there is no three-hour limit, however no parking will be allowed overnight (2am-5am).

May 5, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week with sewer installation along North between Liberty and Franklin. Starting Wednesday, May 10th at 7AM, all of North Avenue between Liberty and Franklin, including the intersection of North and Washington, will be CLOSED. Notifications will be distributed the morning of Monday, May 8th on the front door of residences within the new closure section on North Avenue. A pedestrian path will be in place in concurrence with this closure.

The Contractor is scheduled to proceed with overnight construction work at the intersection of Hough and Liberty on both Tuesday and Wednesday night of next week (May 9 and 10). Work may also occur during the day in this area. Due to this work, starting Tuesday, May 9th at 7AM, all of Liberty between Hough and Cook will be CLOSED. Notifications will be distributed by the end of the day today, Friday, May 5th on the front door of residences within this closure section.

Following this work, the contractor will install sewer along Liberty from Hough to Cook and begin connecting services. Once this process begins, road paving should follow shortly behind.

May 2, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue this week with sewer installation along Liberty between Ela and North AND along North between Liberty and Washington. Starting Thursday, May 4th at 7AM, all of North Avenue between Liberty and Washington, including the intersection of North and Liberty, will be CLOSED. Notifications will be distributed the morning of Tuesday, May 2nd on the front door of residences within this new closure section on North Avenue. A pedestrian path will be in place in concurrence with this closure.

Additionally, due to immediate AT&T relocation work, starting Wednesday, May 3rd at 7AM, a portion of Liberty between Hough and Cook will be CLOSED. The residents at 102 and 106 E. Liberty will be affected by this closure and a notification will be distributed on the front door of these residences the morning of Tuesday, May 2nd.

Based on the current production rate, AT&T relocation work, and a secured IDOT permit, it is likely that following the sewer installation along North between Liberty and Washington this week, the contractor will drop back and proceed with overnight construction work at the intersection of Hough and Liberty early next week. This work will take place overnight to minimize impacts to traffic and will likely be completed in 2 nights. Following this work, the contractor will install sewer along Liberty from Hough to Cook and begin connecting services. Once this process begins, road paving should follow shortly behind.

April 28, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week with sewer installation along Liberty between Ela and North. To prepare for this installation, the contractor anticipates pavement removal from Ela to North tomorrow (Saturday, April 29th), weather permitting. During this removal, driveway access will remain open.

Starting MONDAY, May 1 at 7AM, all of Liberty Street between Cook and North, including the intersection of Liberty and Ela, will be CLOSED. Notifications have been distributed on the front door of residences within this new closure section on Liberty, east of Ela.

Based on the current production rate and barring weather or unforeseen delays, it is possible the contractor will reach the intersection of Liberty and North next Wednesday, May 3rd. Excavation within this intersection is dependent on Nicor completing relocations at the intersection of Washington and North in order to maintain pedestrian access in the area. Should this relocation work be complete, it is possible that North Avenue between Liberty and Washington will be CLOSED starting THURSDAY, May 4th. If this closure is proceeding, notifications will be posted on the front door of residences within this closure section next Tuesday, May 2nd and an email will be sent out confirming the closure. Should Nicor’s work not be completed, it is likely the contractor will fall back along Liberty and start connecting sanitary services. Sanitary service connection work will close the road during the day, but open it back up each night. The contractor will work to accommodate driveway access during service connection work.

April 26, 2017 Update:

The Sanitary Sewer Replacement Project construction is currently moving faster than expected down Liberty Street! By this Friday, it is anticipated that the intersection closure at Cook and Liberty and street closure between Hough and Cook will be reopened, and the intersection at Ela and Liberty will be closed. Until Monday, May 1st, this new intersection closure will not result in any additional driveway closures.

Starting MONDAY, May 1 at 7AM, all of Liberty Street between Cook and North, including the intersection of Liberty and Ela, will be CLOSED.

Notifications will be posted on the front door of residences within the new closure section east of Ela on Thursday, April 27th which include additional reminders and coordination procedures. This section of Liberty Street will NOT reopen each night and is anticipated to be closed for approximately 2 weeks. Preparation and staging of materials for this work will take place late this week.

April 21, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue this week with installation of 30-inch sanitary sewer along Liberty Street between Hough and Ela. Liberty Street between Hough and Ela, including the intersection of Liberty and Cook, will be CLOSED starting MONDAY, APRIL 24 at 7AM. Notifications have been posted on the front door of all residences within this closure which include additional reminders and coordination procedures. A copy of this notification is attached for your reference. This section of Liberty Street will NOT reopen each night and is anticipated to be closed for approximately 2 weeks.

April 14, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week with installation of new water services along Liberty Street, east of Hough Street. Storm sewer will be installed along Cook Street between Washington and Liberty and water main will be installed along Wool Street between Main Street and Klingenberg. This section of Wool Street may be closed during the day next week, but will reopen each night. Boring pits may continue to be noticed along Liberty Street and North Avenue as Nicor relocates their facilities for this project. Boring pits will be backfilled upon completion of facility relocation and fully restored as part of the construction contract. Tree root pruning will take place in locations immediately adjacent to proposed work to assist in tree protection. All work is weather dependent and the timeline and progression may be altered as necessary.

Please note that construction is approaching periods for street shutdowns. Should you live along the project route, a flyer will be placed on your front door to alert you prior to the closure affecting your frontage and provide you reminders and contact information. Additionally, this weekly email will track the status of street closures as they begin and end.

 

April 7, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week with installation of new water services along Liberty Street, east of Hough Street. Additional boring pits may be noticed along Liberty Street and North Avenue as Nicor continues to relocate their facilities for this project. Boring pits will be backfilled upon completion of facility relocation and fully restored as part of the construction contract. Tree removal will take place within the Right-of-Way along Liberty Street, North Avenue, Wool Street, Cook Street and Russell Street where tree locations conflict with proposed work. All residents with a proposed tree removal along their property frontage will have already received a letter notifying them of this work. Additionally, tree root pruning will take place in locations immediately adjacent to proposed work to assist in tree protection. All work is weather dependent and the timeline and progression may be altered as necessary.

 

April 5, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue this week with construction of sanitary and storm sewer mains along Liberty Street, west of Hough Street.  As this work continues, the contractor will begin sawcutting pavement and installing water services immediately east of Hough Street to prepare for the Project crossing Hough Street early next week. Additional exploratory excavations and boring pits may be noticed along Liberty Street and North Avenue as AT&T finalizes their facility relocation plans and Nicor continues to relocate their facilities for this project. As before, these exploratory excavation areas should be fully backfilled the same day as the work occurs and fully restored as part of the construction contract. Boring pits will be backfilled upon completion of facility relocation and fully restored as part of the construction contract. All work is weather dependent and the timeline and progression may be altered as necessary.

 

March 31, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week with construction of sanitary and storm sewer mains along Liberty Street, remaining west of Hough Street.  As this work continues, additional exploratory excavations and boring pits may be noticed along Liberty Street and North Avenue as AT&T finalizes their facility relocation plans and Nicor continues to relocate their facilities for this project. As before, these exploratory excavation areas should be fully backfilled the same day as the work occurs and fully restored as part of the construction contract. Boring pits will be backfilled upon completion of facility relocation and fully restored as part of the construction contract. March 24, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue tomorrow and next week with sanitary and storm sewer installation work at 114 W. Liberty Street and along Liberty Street, west of Hough. As this work continues, additional exploratory excavations and boring pits may be noticed along Liberty Street and North Avenue as the contractor investigates AT&T facility locations and Nicor begins to relocate their facilities for this project. As before, these exploratory excavation areas will be fully backfilled the same day as the work occurs and fully restored as part of the construction contract. Boring pits will be backfilled upon completion of facility relocation and fully restored as part of the construction contract. March 17, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week with sanitary sewer installation work as the Contractor works to finalize the downstream connection under the CN Railroad and construct sanitary sewer main at 114 W. Liberty Street and along Liberty Street, west of Hough.  As this work continues, additional exploratory excavations and boring pits may be noticed along Liberty Street and North Avenue as AT&T finalizes their facility relocation plans and Nicor begins to relocate their facilities for this project. As before, these exploratory excavation areas will be fully backfilled the same day as the work occurs and fully restored as part of the construction contract. Boring pits will be backfilled upon completion of facility relocation and fully restored as part of the construction contract. All work is weather dependent and the timeline and progression may be altered as necessary.

 

March 10, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week on the parking lot and staging area at 114 West Liberty Street. Sanitary sewer installation work will begin in this lot as the Contractor works to make the downstream connection under the CN Railroad. As this work continues, additional exploratory excavations may be noticed along Liberty Street and North Avenue as AT&T finalizes their facility relocation plans. As before, these exploratory excavation areas will be fully backfilled the same day as the work occurs and fully restored as part of the construction contract. All work is weather dependent and the timeline and progression may be altered as necessary.

 

March 2, 2017 Update:

The Sanitary Sewer Replacement Project construction will continue next week on the parking lot and staging area at 114 Liberty Street. Exploratory excavations along Liberty Street and North Avenue will be completed, and the contractor will finish installing all construction signage east of Hough Street.  This signage will be will be covered until the work shifts east of Hough Street. All work is weather dependent and the timeline and progression may be altered as necessary.

 

February 23, 2017 Update:

Construction of the parking lot and project staging area will continue at 114 Liberty Street. Exploratory excavations will begin along Liberty Street and North Avenue to identify potential project conflicts before construction crews reach these areas. This insures a smooth work progression in the future and avoids project delays.  Residents and businesses can expect temporary, moving lane closures throughout Liberty Street and North Avenue during this locate process. All exploratory excavation areas will be fully backfilled the same day as the work occurs and fully restored as part of the construction contract. All roads will be fully opened at the end of each working day. All work is weather dependent and the timeline and progression may be altered as necessary.

 

February 16, 2017 Update:

Construction of the parking lot and project staging area will continue at 114 Liberty Street next week. Water main installation will continue on Liberty Street, west of Hough Street only. Tree trimming of over-hanging branches in Village right-of-way along the entire construction route will begin at the start of the week. JULIE utility locates will be marked along Liberty Street and North Avenue in preparation for informational exploratory excavations which are used to identify potential project conflicts before the crews reach these areas. This insures a smooth work progression in the future and avoids project delays.  Residents and businesses can expect to see paint marking and flags throughout the work route during this locate process.  Another update will be provided prior to this exploratory excavation work.  All exploratory excavation areas will be fully backfilled the same day as the work occurs. All work is weather dependent and the timeline and progression may be altered as necessary.

 

February 6, 2017 Update:

The Village of Barrington has completed the construction documents for the Sanitary Sewer Replacement Project. This project is replacing approximately one mile of aging sanitary sewer as well as storm sewer and roadway improvements.  During final design of the project, the Village determined that the project would need to be split into two phases due to budgetary constraints.  Phase 1 of the project will occur in 2017 with construction generally from the north commuter parking lot through Wool Street, Main Street (North Avenue to Wool Street), North Avenue (Main Street to Liberty Street) and Liberty Street (North Avenue to CN Tracks).  Phase 2 of the project will occur in 2018 with construction generally from the south commuter parking lot, including, Miller Park, through Summit Street (Lincoln Avenue to Russell Street), Lincoln Avenue (Spring Street to Summit Street) and Russell Street (Summit Street to Spring Street).  Click here for a map showing the project limits.

In anticipation of the commencement of construction, equipment and trailers will be moving onto the Village owned lot on West Liberty Street (behind Paul's Burrito) over the next couple weeks. The lot will be cleared and graded and construction access will be installed. Additional work will include pavement saw cutting along all of Liberty Street.  

On Wednesday, February 8, 2017 from 6:00 PM to 8:00 PM the Village will host a Public Information Session to answer any questions you may have about the project in the Board Room at Village Hall.  This will be an open house format meeting and there will not be a formal presentation, but project exhibits will be on display with Village staff and the design engineer present to answer your questions. 

Beginning the week of February 13th, the contractor will begin water main and sanitary sewer installation along Liberty Street, west of Hough Street.

It is anticipated that Main Street will be closed to all traffic between Wool Street and North Avenue for a period of up to four weeks starting in mid-July. A detour will be in place, directing traffic to use Route 59 and Route 14 to detour this area. Pedestrian access will still be available along Main Street during the road closure.  A portion of the Commuter Parking Lot north of the Union Pacific Railroad tracks may be closed during a period of time when the Contractor is completing work on Wool Street.

 

January 24, 2017 Update:

Bids from Contractors for the project were opened at Village Hall on December 8, 2016.  The Village was pleased with the response from Bidders.  The construction contract award was an agenda item for consideration at the President and Board of Trustees Regular Meeting on January 23, 2017.

Parking will be prohibited on the affected roadways when construction is ongoing.  Residents will be allowed to park 24 hours a day on adjacent streets during this project.  It is anticipated that Main Street will be closed to all traffic between Wool Street and North Avenue for a period of up to four weeks starting in mid-July. A detour will be in place, directing traffic to use Route 59 and Route 14 to detour this area. Pedestrian access will still be available along Main Street during the road closure.  A portion of the Commuter Parking Lot north of the Union Pacific Railroad tracks may be closed during a period of time when the Contractor is completing work on Wool Street.

June 23, 2016 Update:

On Monday, June 20th, 2016, the Village of Barrington held an Informational Open House on the 2017 Sanitary Sewer Replacement Project. Representatives from the Village and from the consulting engineering firm of Gewalt Hamilton Associates were on hand to discuss the project and answer questions from the public.  The Plan and Profile Sheets from the Engineering Plans were on display.

Approximately thirty residents came to the open house to learn about the project and ask questions.

The design is being completed, and the project is anticipated to go out for bid this fall, with construction scheduled to being at the west end of W. Liberty Street early next year.

 

February 1, 2016 Update:

Welcome to the 2017 Sanitary Sewer Replacement Project website.

Over the last several years, the Village completed a comprehensive Sanitary Sewer Study which determined a major sanitary sewer line that conveys flow from the south side of town to the north side is in poor condition, and requires replacement. The project will replace approximately one mile of outdated and deficient sanitary sewer, much of which was installed prior to 1950. The Village of Barrington is currently in the design and permitting stages of the project.

This project will be one of the largest utility projects undertaken by the Village. Staff is currently working on the engineering and design phase of the project. Construction is currently anticipated to begin in February, 2017, with a tentative substantial completion date at the end of November, 2017.

This sewer is extremely deep in sections and we anticipate temporary road closures in affected areas. The sidewalks will remain open at any time vehicular access has been restricted. At this time, the Village is collecting property owner and tenant information for the project area to use for future notifications. We are also requesting anyone located in the project area with special accommodation needs to notify the Village so that proper accommodations can be prepared.

Throughout the construction process, the Village will be holding public meetings. These meetings will discuss the status of the project, scheduling, and upcoming milestones. The public is encouraged to attend so project questions or concerns can be addressed. The first meeting is currently scheduled for June 20, 2016, at Village Hall. Additional information about this meeting will be provided as the date approaches.
