Overview of Water & Sewer Services Provided by Village

The Village provides residents and businesses in Barrington and portions of Inverness and Barrington Hills with water and sewer services. Water is produced from an underground aquifer by pumping and purifying the aquifer water at four water wells located throughout the Village. This purified aquifer water is distributed through a Village-owned system of water main and service lines.

Sewer service is also provided by the Village. Sewer water is collected from all residences and businesses through a Village-owned system of sewer mains and lines. The collected sewage is treated through a filtration and chemical process at the Village’s wastewater treatment plant. The effluent, which complies with Illinois Environmental Protection Agency standards, is then discharged into the Flint Creek Tributary.

Just Moved to the Village? As a new resident or business, we realize you want to set up your new refuse, water and sewer service as quickly and easily as possible. Here’s what you need to do:

1. Fill out the Utility Services Application.
2. With a government-issued picture ID, come in to the Village Hall at 200 S. Hough Street, to set up your utility billing account. Sorry, but current federal rules designed to prevent identity theft make it necessary for you to set up this account in person, rather than online or on the phone. And please don’t forget to bring in your government-issued picture ID!

How Water/Sewer Billing Works: Residential and commercial customers are billed on a bi-monthly basis, with the bill always mailed on the last day of the month. Utility bill payments are due 20 days after the billing date. If the bill is not paid by the 20th of the month, a 10% late charge is added to the amount due and a second notice, which is due by the end of the month, is mailed out. If the bill is still unpaid at the end of the month, a shut-off letter will be mailed and the water will be shut off for non-payment on the third Wednesday of the following month in which the original bill was sent. The utility billing customer must bring in full payment, plus a $50.00 turn-on fee, to have the water service turned back on after a shut-off.

Water Meter Reading: All residences and businesses in the Village have a wireless water meter reading device installed on their meter. This device uses a cellular phone network to send water meter readings from the water meter to Village Hall twice per day.

Payment of Bill: Cash, checks, money orders, or credit cards are accepted as payment. Please note that there is a 3% surcharge for credit card payments. Payments can be mailed directly to the Village (200 South Hough Street, Barrington 60010) or made in person at the Village Hall. There is also a "drop-box" located at the exit of the Village Hall parking lot, next to the mailbox. You may also pay utility bills via direct debit from your checking account. Please complete the Application for Direct Debit Billing form (click here) and mail it to the Department of Financial Services or bring it to Village Hall.

Another payment option is to use the State of Illinois E-Pay system. You can access E-Pay by clicking on the E-Pay link on the front page of our website. E-Pay also has the 3% service charge for credit card payments.

The Village sends out Utility bills every other month, so each bill represents a payment for two months' service.  A household that uses 4,000 gallons of water a month pays about $133 for two months of water and sewer service. 

Services for Customers in Inverness and Barrington Hills: The Village provides water and sewer services to portions of the Villages of Inverness and Barrington Hills. These services were established through an intergovernmental agreement between the villages. These customers pay one-and-a-half times the Barrington resident rate, due to the additional infrastructure that we had to construct (and continue to maintain) to provide the service outside of the Village’s limits.

Overhead Sewer Reimbursement Program: On November 25, 2013, the Village Board approved a Reimbursement Program for the Installation of Overhead Sewers. An overhead sewer system is intended to prevent or reduce the chance of any backflow of sewage into the home. (This type of system is sometimes referred to in this Program description as an “eligible system.”) This program is intended to assist residents of the Village who have experienced major sanitary sewer back-up into their homes when heavy rains occurred during 2013 or thereafter.

Through this reimbursement program, the Village will reimburse eligible homeowner(s) for some or all of the qualifying costs incurred by the homeowner(s) for the installation by a licensed plumbing contractor of overhead sewers, subject to the conditions and limitations as specified below. As a pre-condition of receiving any reimbursement for installation of an overhead sewer system, the homeowner(s) must, at their own expense, disconnect any and all sump pump(s), downspout(s), footing drain(s), foundation drain(s), window well drain(s), yard drain(s), driveway drain(s), cisterns, and similar structures from any direct or indirect connection to their sanitary sewer service or to the Village’s sanitary sewer system. A certification from your plumber and the Village inspections will be required to confirm such disconnections.

Prior to eligible homeowner(s) receiving any reimbursement from the Village, installation of the overhead sewer system must be inspected and approved in writing by the Village Plumbing Inspector and the Village’s Department of Public Works. The proposal from the licensed plumbing contractor accepted by the homeowner(s) for installation of an overhead sewer system must also be submitted to the Village along with the homeowner’s application.
