Capital Improvement Plan
A Capital Improvement Plan (CIP) is a tool to document and assess long-term capital project requirements and to prioritize and establish funding of these projects in a timely and cost-effective fashion. Barrington’s 2021-2025 CIP covers several categories of improvements, including facility and property improvements, pedestrian and bikeway projects, street improvements, parking improvements, stormwater management improvements, water main & water facility/ system improvements, sanitary sewer & wastewater facility/system improvements, and vehicles & equipment. The CIP is utilized to prioritize capital project funding allocations as part of the Village’s annual budgeting process. As not all projects will be allocated funding in their originally assigned year, the CIP will be iteratively updated to remove completed projects, prioritize deferred projects, and include new proposed capital improvements.

Facility and Property Improvements
Facility and Property Improvements (PDF)
To ensure that all Village facilities and properties remain safe and code compliant and that Village services can be responsibly and adequately provided, facility and property improvements are required. This category includes studies to assist in identifying Village facility needs, HVAC repairs and replacements, and parkway tree removals and installations. Annual maintenance work within this category is necessary to maintain the facilities the Village currently owns and operates. Other included projects such as tree replacements and seasonal decorations contribute to the beautification and character of the Village. Continuing to evaluate how Village facilities serve Village needs will allow service levels to be proactively maintained and improved.
Pedestrian and Bikeway Projects

Pedestrian and Bikeway connectivity has been identified as a priority of residents during the Village’s Comprehensive Planning process. Projects in this category include studies which will identify connectivity and maintenance issues and assist in the identification and prioritization of projects and business district paver replacement which will assist in beautification and long term ease of maintenance in the Village Center. While annual maintenance work within this category is necessary to maintain safe traveled ways and improve the accessibility of the Village’s infrastructure, the larger projects proposed are intended to increase connectivity, accessibility and the beautification and character of the Village.
Street Improvements
Street Improvements (PDF)
The Village owns and maintains 45 miles of streets. Maintaining these streets, alleyways, and right of way improvements is the Village’s responsibility. Projects in this category include annual dollars to address maintenance concerns and grant matching dollars to complete the Village’s Route 14 Underpass project. Annual maintenance work within this category is necessary to maintain the facilities the Village currently owns and operates. Investment in annual roadwork allows the Village to proactively address maintenance issues before they become more substantial roadway reconstruction projects. Street improvements are coordinated with utility repairs and replacements to ensure that Village dollars are best leveraged to complete all necessary improvements as part of a single project.
Parking Improvements

The Village owns and maintains 24 Parking Lots which serve Village facilities, the Village Metra Station, employer and employee parking, and Village center shopper parking. Projects in this category include annual dollars to address maintenance concerns, engineering assessments and repairs, and studies to evaluate the Village’s parking and transportation facilities and opportunities to improve traffic and parking in the Village. Annual maintenance work within this category is necessary to maintain the facilities the Village currently owns and operates. Investment in annual parking improvement work allows the Village to proactively address maintenance issues before they become more substantial parking lot reconstruction projects.
Stormwater Management Improvements

The Village owns and maintains storm sewer and stormwater detention basins throughout the Village. Projects in this category include annual dollars to complete maintenance work, cleaning and GIS mapping of existing infrastructure, parkway and roadway drainage improvements, and cost share programs which allow residents to leverage Village funds to address neighborhood drainage concerns. Annual maintenance work within this category is necessary to maintain the facilities the Village currently owns and operates. Investment in annual drainage improvements and cost share projects allows the Village to proactively address drainage issues, provide flooding relief, and mitigate safety concerns.
Water Main & Water Facility/ System Improvements

The Village owns and maintains wells, towers, pumping stations, filtration systems and transmission mains to provide water to the Village and surrounding areas. Projects in this category include annual dollars to complete maintenance work for these facilities, studies to model the system, provide maintenance and emergency plans, evaluate water rates and water sources and water main and water service replacement projects. Annual maintenance work is necessary to maintain Village facilities and water supply services. Investment in studies allows the Village to proactively plan for facility repair and replacement, ensure that water sources are thoughtfully utilized, and establish water rates which cover the cost of operating and maintaining the Village system.

The Village owns and maintains a wastewater treatment plant, pump stations and transmission mains to convey and treat sanitary waste. Projects in this category include maintenance work, studies to assess and map the system, evaluate sewer rates, and determine replacement schedules for the wastewater treatment plant, as well as sanitary sewer and lift station replacement projects. Annual maintenance work within this category is necessary to maintain Village facilities and sanitary waste treatment services. Investment in studies allows the Village to proactively plan for facility repair and replacement and establish sewer rates which cover the cost of operating and maintaining the Village system.
