For Professional Engineering Services to Meet Special Conditions 23 and 24 of Barrington Wastewater Treatment Facility NPDES Permit IL0021598


The Village of Barrington Public Works is seeking a qualified Professional Engineer for planning and design services.  These services are required to comply with all requirements of Special Conditions 23 and 24 of the Barrington Wastewater Treatment Facility (BWWTF) recently issued NPDES Permit IL0021598.  The services can, in general, be described to include; prepare a Phosphorus Removal Feasibility Study (PRFS) that identifies the method, timeframe, and costs of reducing phosphorus levels in the BWWTF discharge to a level consistently meeting a potential future effluent limit of 0.1 mg/L and to develop a Phosphorus Discharge Optimization Plan with annual progress reports. Selection of an Engineer will be a two-step process where all contacted entities are to respond to the requirements of the RFQ/RFP to be considered for selection.  A committee will review the submittals as described herein and select the top three Professional Engineers. The top three will then complete a second submittal which will include a technical proposal and presentation. Then the selected Professional will be negotiated with for the purpose of finalizing a Contract for Professional Services.   To be considered, sealed submissions from the Engineer, in accordance with requirements of the RFQ/RFP, are required to be received at the Public Works Department, 300 N. Raymond Ave, Barrington, Illinois 60100, by 11:00 am Central Standard Time (CST), on Wednesday, May 15, 2019.
