The Department is the first point of contact for those who call the Village’s main phone line (847) 304-3400 or walk into Village Hall. Financial Services is responsible for utility billing (water, sewer, and refuse collection services), receiving all payments for Village services, and issuing parking permits for commuter and employer/employee parking lots.
Financial Services is also primarily responsible for providing support services to the Village Board, Village Manager, and other Departments of the Village. These services include accounting, payroll, accounts payable, purchasing management, and investment of the Village’s financial assets. Financial Services is also responsible for preparing the annual operating budget and the Comprehensive Annual Financial Report. The Director of Financial Services also serves as the Village Treasurer and therefore also functions as the Treasurer for the Village’s Police and Fire pension funds.

Katrina Hanna began working for Barrington in fall of 2020. Prior to working for Barrington, Katrina worked for the Crystal Lake Park District as the Superintendent of Business Services. Katrina holds a Masters Degree in Public Administration from University of Illinois at Springfield and a Bachelor of Science Degree from Northern Illinois University in Accounting.
The Assistant Director of Financial Services is Allison Chmelik who has worked for the Village since July, 2002. Allison began her employment with the Village as Chief Accountant and was promoted to Assistant Department Director in 2008. Allison is a resident of Barrington and holds a Bachelor’s degree from Illinois State University in Accounting. Allison is responsible for the audit process and managing the day to day accounting activities. She works closely with the Director on managing personnel, the budget process, and various presentations and analyses.
Rose Powell is an Accounting Assistant and has worked for the Village since May, 2000. Rose is primarily responsible for the Accounts Payable process and she also works with the Director and Assistant Director on various projects. Rose is also one of the primary customer service representatives and answers questions from residents and businesses by phone or in person.
Judy Hoaglin is a Payroll Accountant who was hired in June, 2021. Judy is a Certified Payroll Professional and prior to her assignment in Barrington, she worked for Lake in the Hills as a Fiscal Specialist where, among other responsibilities, she processed payroll, completed quarterly and annual reports, reconciled insurance accounts, and processed 1095-Cs and W-2s.
Katherine Caughey is an Administrative Assistant who has worked for the Village since September 2019. She is part of the customer service team and is the primary individual answering the phones and assisting at the front counter. She is also responsible for entering cash receipts and issuing parking permits.
Debbie Kaeser joined the Village of Barrington’s Finance Department in July 2021 as an Accountant. Prior to her position in Barrington, she worked for the Crystal Lake Park District. Debbie performs a variety of accounting functions for the Village of Barrington, including month-end journal entries, accounts receivable, assisting with the audit process, cash management and bank reconciliations. She holds a Bachelor of Science Degree in Accounting from Eastern Illinois University.
Sally Moss is a part-time Accounting Assistant who has worked for the Village since May, 1989. Sally is primarily responsible for Utility Billing and is also one of the customer service representatives.
