Human Resources & Risk Management
The Human Resources & Risk Management Department is responsible for coordinating all personnel related activities for the Village’s workforce. The department is staffed by Heather McGovern, Coordinator. Areas of responsibility include employee recruitment and retention, coordination of Village-wide training programs, maintenance of personnel records, administration of employee benefits, and overseeing labor contract administration and negotiations. The department also supports the Fire & Police Commission.
The responsibility for coordinating employee group health and life insurance programs through Village participation in a self-funded insurance cooperative, Intergovernmental Personnel Benefit Cooperative (IPBC), also rests with the department. Finally, the department oversees the Village’s General Liability, Workers’ Compensation, Property, and other “pooled” insurance programs provided through the Intergovernmental Risk Management Agency (IRMA).
The department also maintains a required list of Compensation and Benefits. The Village of Barrington has elected to provide employee compensation for all of its employees regardless of salary level.
